The purpose of this work is to analyse the municipal governments and the Local Government Board taking into account the mechanism of delegation of functions as a key element to define the functional corpus of each body. The fact that the shape of the institutional structure of municipalities in Spain can be deeply modified by local councils allows a profound adaptation of the relationship between the different bodies. This offers an interesting opportunity to approach the question of whether there has been a change in the form of government, its extent and main characteristics. For this purpose, delegations of powers are analysed. The data used for this study were collected in the Catalan municipali ties during the 2011-2015 term.
Este trabajo tiene por objeto analizar las Alcaldías y las Junta de Gobierno Local a partir del cuerpo funcional definido mediante la figura de la delegación de atribuciones. El hecho de que el modelo de estructuración y desarrollo institucional del nivel local en España permita una adaptación profunda de la relación entre los diferentes órganos, ofrece una oportunidad de análisis para acercarse al hecho de si se ha producido una variación en el cuerpo funcional de los órganos y, a partir de ahí, su caracterización. Con este objeto, y a partir de datos recogidos en los municipios catalanes durante el mandato 2011-2015, se procede a un análisis de las delegaciones de atribuciones que han llevado a cabo estos entes y a cómo redefinen la posición de la Alcaldía, los concejales y la Junta de Gobierno Local.
