The democratic transition and municipalism in Catalonia: the case of the Alt Penedès (1977-1983)

This doctoral thesis studies the democratic transition from municipalism, focusing on the Alt Penedès region (Catalonia). The chronological framework studied is from 1977 to 1983, it is limited by the general elections of June 15, 1977 and the municipal elections of 1983. After the general elections of 1977, in some municipalities democratic municipal commissions were set up to control, know and give their opinion on the actions of the pre-democratic city councils. In 1983 the second municipal elections were held. The thesis studies the role played by the Catholic Church and the peasantry, part of the Union of Peasants, as agents of dynamization of the democratic culture and as a training school for the new political class in the face of the municipal elections of 1979. a study is also included on the elections to the Agrarian Chambers in the Alt Penedès and what their consequences were. The doctoral thesis studies the role of municipal candidates in the 1979 local elections and their candidates for mayors and councilors, carrying out a sociological study. This chapter helps to know if there were continuities and ruptures in the political class prior to democracy. Likewise, the electoral processes that took place between the referendum of the Law of Political Reform of 1976 until the municipal elections of 1983 are analyzed. Likewise, if there were breaks in local policies and government action in the areas of urban planning and public works, finance, human resources of the town councils and culture. To end with the actions carried out by city councils in the field of democratic memory between 1979 and 1983.
